Vienna Police Highlights Nov. 2 – Nov. 8, 2018

The following summary contains various incidents of general interest as well as vehicular crashes handled by the Town of Vienna Police Department from Nov. 2 – Nov. 8, 2018.

INCIDENTS

Fraud -- Karin’s Florist 527 Maple Avenue, East Aug. 23, 12 p.m. An employee reported that someone had fraudulently cashed two checks written to Karin’s Florist from companies they do business with.

Fraud -- 1000 Block Pickett Place, SW Between Oct. 17 at 12 p.m. and Nov. 8 at 5:12 p.m. A resident entered an agreement with a man on Craigslist to sublet a property. After sending the man money, the resident has not heard from him.

Vandalism -- 900 Block Echols Street, SE Oct. 29, 12 p.m. A resident reported that someone threw eggs at one of the windows of her home.

Vandalism -- 400 Block Echols Street, SE Oct. 31 between 10:30 p.m. and 11:30 p.m. A resident reported that an unknown person threw eggs at his vehicle that was parked in front of his residence and at a second level window of his house.

Fraud -- 900 Block Carole Court, SE Between Nov. 1 at 12 p.m. and Nov. 2 at 12:55 p.m. A resident was approached by a man from a tree removal company who told her one of her trees needed to be taken down. The resident wrote a check to the man to complete the tree work; the man attempted to fraudulently cash the check for more than the value it was written.

Arrest – Noise Violation -- 400 Block Maple Avenue, West Nov. 2, 6:25 a.m. Ofc. Nesbitt observed a trash truck driver picking up trash before the hours permitted and in violation of the Town Noise ordinance. The 44-year-old man from South Hall Terrace in Manassas, Va. was issued a summons charging Noise Ordinance Violation and was released on his signature.

Juvenile Case -- 100 Block Casmar Street, SE Nov. 2, 3:50 p.m. A resident reported a continuous issue with adult men visiting his neighbor’s house who whistle and make inappropriate comments to his juvenile daughter and other young juveniles.

Police Service -- 400 Block Colin Lane, NW Nov. 3, 9:53 p.m. A resident requested assistance with an elderly family member who was agitated. Officers were able to help calm the man and get him safely to his bed.

Suspicious Event -- 200 Block Old Courthouse Road, NE Nov. 4, 12:06 a.m. The resident reported someone was knocking on the window on the side of the house. Officers searched the area but did not find anyone.

Civil Matter -- The Bey Lounge 303 Mill Street, NE Nov. 4, 1:15 a.m. An employee advised he had two customers who were refusing to pay their bill. The customers were upset over a discrepancy with their tab and the minimum tab requirement. After talking to the officer the customers paid their bill.

Vandalism -- 200 Block Yeonas Drive, SW Nov. 4, 1 p.m. A resident advised that another tenant in the home placed super glue into one of the door locks inside of the home. The property manager does not wish to pursue charges at this time.

Suspicious Event -- 500 Block Walker Street, SW Between Nov. 4 at 7 p.m. and Nov. 15 at 12 p.m. A resident reported that an unknown person dumped a large garbage bag full of dozens of loose donuts into the bed of his truck. The officer was upset to discover that the donuts were no longer edible. It was also noted that several other donuts were left in front of the storm drain on the street. However, wild animals had gotten to those donuts before the officers could.

Arrest – Assault -- Park Terrace Court, SE Nov. 5, 1:42 a.m. Officers responded to the area for a 911 hang up. They located a resident who advised she had been assaulted by her girlfriend. The two women continued to argue loudly on the balcony of the residence. During the assault, the resident suffered minor injuries to her face. PFC Williams arrested the 32-year-old female from Dunlap Street in Winchester, Va. She was transported to the Fairfax County Adult Detention Center where she was charged with Assault and Drunk In Public.

Suspicious Person -- McDonald’s Restaurant 544 Maple Avenue, West Nov. 5 between 6 a.m. and 7:35 a.m. An employee reported a man in the restaurant who refused to leave. The man had left the area before officers arrived. The employee advised the man frequently comes into the restaurant, harasses customers to purchase food for him and is confrontational with the employees.

Suspicious Event -- Locust Street and Park Street, SE Nov. 5, 4:08 p.m. A citizen advised that a man on a moped hit his vehicle with his fist and yelled obscenities at him.

Police Service -- Zoe’s Kitchen 418 Maple Avenue, East Nov. 5 between 6 p.m. and 6:23 p.m. An employee requested assistance with a customer who refused to leave the restaurant. Once officers arrived, the customer left the restaurant and was advised by the employee that he was not permitted to return to the premises. The man was advised that if he did return he may be charged with trespass.

Petit Larceny -- 900 Block Cottage Street, SW Between Sept. 5 at 9 p.m. and Sept. 6 at 7 a.m. A resident reported that an unknown person entered her unlocked vehicle and stole her purse and a book bag.

Vandalism -- 800 Block Meadow Lane, SW Nov. 6 between 4 a.m. and 5:05 a.m. Officers responded to the report of several suspicious people who were walking on the street and looking into vehicles. The officers were unable to locate the people, but they did find damage to a vehicle parked on the roadway.

Vandalism -- 800 Block Meadow Lane, SW Nov. 6 between 4 a.m. and 6:30 a.m. A resident reported that his vehicle was vandalized while parked at his residence. A neighbor had observed several juveniles in the area kicking, punching and scratching the vehicle.

Emotionally Disturbed Person -- 600 Block Spring Street, SE Nov. 6 10 a.m. Officers responded to the report of a woman who was walking in the rain and appeared to be in distress. The woman was located by officers on Spring Street in emotional distress. PFC Post transported the woman to an area medical facility where she was identified. It was determined the woman had been reported to Fairfax County Police earlier in the morning as missing. The woman’s family was notified and responded to the facility.

Found Property -- Vienna Town Green 144 Maple Avenue, East Nov. 6 10:54 a.m. A citizen turned in a vehicle license plate that was found in the area of the Town Green.

Lost Property -- 1100 Block Pekay Street, SW Between Nov. 6 at 12 p.m. and Nov. 8 at 9:24 a.m. A resident reported that he lost his vehicle registration.

Destruction of Property -- 500 Block Glyndon Street, NE Nov. 6 between 6:35 p.m. and 7:16 p.m. A vehicle described as a white or gray SUV drove through a resident’s yard leaving tire ruts in the grass.

Suspicious Event -- Vienna Jewelry 131 Maple Avenue, West Nov. 7, 12:57 p.m. An employee advised that several women entered the store acting suspiciously. One of the women was observed quickly exiting the back room and attempting to flee out the side door. The other women then also fled the store. The employee followed the women who ran to a waiting van which left northbound on Lawyers Road. The van stopped a few blocks away from the store where the occupants all fled in different directions. Officers were able to locate and identify some of the occupants. The store employees did not immediately notice anything missing from their store but are checking their inventory.

Arrest – Domestic Assault -- Hillcrest Drive, SW Nov. 7, 2:41 p.m. A resident reported that his son assaulted him. The resident suffered minor injuries to his face. Ofc. Nesbitt arrested the son, a 35-year-old man from Hillcrest Drive, SW in Vienna. He was transported to the Fairfax County Adult Detention Center where he was charged with Domestic Assault and served with an Emergency Protective Order.

Emotionally Disturbed Person -- Cedar Lane School 101 Cedar Lane, SW Nov. 7, 3:09 p.m. School staff advised that a female student had made threatening statements to a teacher and a social worker. It was determined the student was off her medications and was in need of a mental evaluation. The officer escorted the student to an area medical facility with her mother for treatment.

Lost Property -- Giant Food 359 Maple Avenue, East Nov. 7, 4:28 p.m. A resident reported that she lost her wallet.

Open Door -- 100 Block Oakmont Court, NE Nov. 8, 8:23 p.m. Officers responding to a residential alarm found an unsecured door. The officers checked the home and found that nothing appeared to be suspicious.

Arrest – Obstruction of Justice and Drunk In Public -- Block Locust Street, SE Nov. 8, 9:42 p.m. Officers responded to a domestic dispute between a resident and her adult son. The son left the residence before officers arrived. Officers located the man in the rear of the apartment complex. The man showed signs of intoxication and would not follow the officers’ instructions. As PFC Williams attempted to arrest the 19-year-old man from Locust Street, SE the man began to resist the officer physically. The man was transported to the Fairfax County Adult Detention Center where he was charged with Obstruction of Justice and Drunk In Public.

CRASHES

Maple Avenue at Courthouse Road, SW -- Oct. 30, 3:58 p.m. Vehicle-1 was exiting the parking lot of 180 Maple Avenue, West to turn right onto Courthouse Road. Vehicle-2 was traveling northbound on Courthouse Road approaching the green traffic light at Maple Avenue. Vehicle-2 struck Vehicle-1. Driver-1 was issued a summons charging Failure to Yield Before Entering a Highway.

100 Block Maple Avenue, East -- Nov. 2 12:31, p.m. Two vehicles were traveling westbound on Maple Avenue in the same lane of traffic. Vehicle-1 struck the rear of Vehicle-2. Driver-1 then left the scene without stopping.

Orchard Street and Malcolm Road, NW -- Nov. 2, 3:58 p.m. Vehicle-1 was westbound on Malcolm Road stopped at the stop sign for Orchard Street. Pedestrian-1, a juvenile, was crossing Malcolm at the intersection when Vehicle-1 struck him. Pedestrian-1 suffered minor scrapes and bruises. Driver-1 checked the welfare of the pedestrian, then left the scene.

Maple Avenue and Lawyers Road, NW -- Nov. 3, 2:22 p.m. Two vehicles were traveling on Maple Avenue, West. Vehicle-2 was attempting to enter the left turn lane. Vehicle-1 had entered the center turn lane and proceeded through into the left turn lane, causing the vehicle to side-swipe Vehicle-2. Driver-1 was issued a summons charging Improper Lane Change.

431 Maple Avenue, West -- Nov. 5, 7:49 p.m. A citizen reported that their vehicle was struck while it was legally parked in a parking lot. The striking vehicle left the scene without stopping. A witness obtained information on the striking vehicle. Officers were able to make contact with the striking driver who was unaware they had caused damage. Information was exchanged between both parties.

Maple Avenue and Mill Street, NE -- Nov. 5, 8:12 p.m. Vehicle-1 was traveling southbound on Mill Street, attempting to make a left turn onto Maple Avenue, in violation of the “No Left Turn” sign. Vehicle-2 was traveling westbound on Maple Avenue in the left lane. Vehicle-2 struck Vehicle-1 as he entered the roadway. Driver-1 was issued a summons charging Failure to Obey a Highway Sign.

100 Block Church Street, NE -- Nov. 6, 9:10 a.m. Vehicle-2 was traveling eastbound on Church Street. Vehicle-1 was attempting to turn left from a parking lot to go westbound on Church Street. As Vehicle-1 entered the roadway, he was struck by Vehicle-2.

Cottage Street and Tapawingo Road, SW -- Nov. 9, 6:26 p.m. Vehicle-2 was traveling eastbound on Tapawingo Road. After stopping at the stop sign, Driver-2 proceeded into the intersection where she was struck by Vehicle-1 who was traveling northbound on Cottage Street and failed to stop at the intersection. Driver-1 fled the scene without stopping.

300 Block Maple Avenue, East -- Nov. 8, 7:20 p.m. Vehicle-1 was eastbound on Maple Avenue attempting to turn left into 344 Maple Avenue, East. A driver in the left westbound lane stopped to allow Vehicle-1 to turn. Vehicle-2 was traveling westbound in the right lane and struck Vehicle-1.

500 Block Maple Avenue, West -- Nov. 8, 7:38 p.m. Vehicle-1 was turning right out of 544 Maple Avenue, West to go eastbound on Maple Avenue. Pedestrian 1 was in the crosswalk walking northbound across Maple Avenue. Vehicle-1 struck Pedestrian-1. Driver-1 was issued a summons charging Failure to Pay Full Time and Attention.
