As precinct chief, Caroline Klam has been watching over elections in Arlington for a long time. She is a familiar face at the Madison Community Center during elections, and always happy to offer her take on the turnout. During the primaries in July she worked hard to keep personnel safe while voters came in, but lines were short with low turnout of about 250 voters. On Nov. 3, she was even better protected, with glass partitions for the staff and boxes to pass documents without contact. But turnout was also low: she only had 300 voters late in the day. This didn’t reflect actual numbers of voters, though. Most voters had voted by mail or early in person, with about a 90 percent turnout for her precinct.
